Performance Based Financing

Project Title: Maternal and Newborn Health Performance-Based Financing Project


Medical Care Development International (MCDI) is providing Performance Purchasing Technical Assistance (PPTA) for the Maternal and Newborn Health Performance-Based Financing Project funded by the World Bank in Lesotho. The PPTA is designed to help better execute Performance-Based Financing (PBF) programs in Lesotho. MCDI has a co-venture organization, Health Works.


As the PPTA, MCDI serves two primary functions: 1. The provision of technical and implementing support for the Ministry of Health PBF unit and other PBF implementing entities on managing Performance Based Contracts for the delivery of incentivized services and; 2. The verification of the delivery of the quantity and quality of services, prepare the invoices for PBF, and assist health facilities with the preparation of their PBF Business Plans.


From May 2014 to May 2016, MCDI's PPTA team piloted in two districts of Leribe and Quthing. Since May 2016, the project's achievements include the following:

  • Developed a national training manual for PBF;
  • Reviewed and updated the Program Implementation Manual for the PBF Program;
  • Developed an ODK-based application to interface data verifiers' electronic submission with the Lesotho Government's PBF website;
  • Scaled-up PPTA team to Phase II districts (Thaba-Tseka and Mokhtlong), with planned scale-up to Phase III districts (Mafeteng and Mohale's Hoek) in end of 2016.
